Municipal Park Improvements Project

Background
The City of Le Mars, Iowa, is initiating a Municipal Park Improvements Project aimed at enhancing the facilities and infrastructure of the Municipal Park. The project encompasses various improvements including athletic facilities, site enhancements, and an expansion of the Banquet Hall to better serve the community's needs.

Work Details
The project includes:

1. Athletic improvements: Construction of up to three new tennis courts and up to six new pickleball courts, complete with athletic lighting and perimeter fencing.

2. Site improvements: Demolition as required, earthwork, erosion control, stormwater management, and landscape restoration.

3. Parking lot enhancements: New concrete parking areas to accommodate expanded banquet hall capacity, including lighting, sidewalks, ADA-accessible stalls, parking islands, landscaping, signage, and pavement striping.

4. Banquet Hall expansion: An approximately 5,750-square-foot addition to increase occupancy to about 431 occupants with a reconfigured entrance for improved wayfinding and circulation. The expansion will include flexible interior planning for space subdivision, added storage and restroom improvements, an outdoor deck expansion of approximately 3,275 square feet, and a new catering/warming kitchen and bar service area. Note that food service equipment procurement is excluded but necessary utilities and infrastructure are included.

Period of Performance
Work shall commence within ten (10) days after receipt of a written notice to proceed and must be substantially completed by September 1, 2027. Final completion is required by October 6, 2027.

Place of Performance
The contract will be performed at the Municipal Park located in Le Mars, Iowa.

Bidder Requirements
Bidders must submit a bid bond or certified check equal to five percent (5%) of the total proposal amount. A corporate surety bond equal to one-hundred percent (100%) of the contract price is required from the successful bidder. Bidders must not be listed in the GSA publication 'List of Parties Excluded from Federal Procurement and Non-procurement Programs.'
