Background
The Iowa Department of Health and Human Services (HHS) is seeking proposals for an Asset Verification System (AVS) to support Medicaid eligibility determinations. This initiative is mandated by federal and state requirements, specifically Section 1940 of the Social Security Act, which requires states to implement electronic asset verification programs for Aged, Blind, or Disabled individuals applying for Medicaid.
The AVS aims to identify assets held at various Financial Institutions (FIs) and real property assets for applicants and beneficiaries.
Work Details
The selected contractor will be responsible for the implementation and operation of a Web-based AVS that meets all federal and state requirements. Key deliverables include:
1. Establishment of a robust network of Financial Institutions (FIs).
2. Ability to identify real property assets.
3. Implementation of an electronic AVS that tracks and reports verification activity.
4. The system must allow for electronic inquiries and verifications with FIs without relying on paper-based requests.
5. Access to various financial accounts including checking, savings, investment accounts, IRAs, annuities, CDs, custodial accounts, etc.
6. Conducting look-back reviews for accounts up to 60 months prior to application.
7. Sending verification requests based on applicant declarations or agency-selected banking activity.
8. Providing cross-state responses to asset queries.
9. Monthly reporting on transaction records, performance metrics, customer service metrics, etc.
10. Training and support for Agency and FI staff.
Period of Performance
The contract will have an initial term of five years with the possibility of five additional one-year extensions at the Agency's discretion.
Place of Performance
The services will primarily be performed in Iowa but may include cross-state interactions with Financial Institutions located outside Iowa.
