Background
The Iowa Department of Homeland Security & Emergency Management (HSEM) is seeking to procure a contractor with SOI-qualified staff in above- and below-ground architectural and cultural resources. The goal is to assist with Environmental & Historic Preservation (EHP) compliance for FEMA-funded projects, including the Hazard Mitigation Grant Program and Public Assistance Program.
The contractor will collaborate with the Office of the State Archeologist (OSA) to prepare Iowa Site Inventory Forms (ISIFs), conduct reconnaissance surveys, and review site locations for potential archaeological concerns.
Work Details
The contractor will be responsible for:
1. Preparation of Iowa Site Inventory Forms (ISIFs) for FEMA Public Assistance, FEMA Hazard Mitigation, and other federally-funded programs. These forms must evaluate site conditions and recommend eligibility for listing in the National Register of Historic Places (NRHP).
2. Evaluating project sites funded through various programs to determine the presence of known archaeological resources by reviewing iSites managed by OSA.
3. Completing reconnaissance surveys in communities affected by FEMA-funded projects, ensuring compliance with SHPO standards.
The contractor must provide ISIFs within five working days of request and be available for consultations and revisions within five working days of requests.
Period of Performance
The contract will commence upon award and is expected to include an initial term with possible extensions as determined by the agency. Specific deadlines include draft reconnaissance surveys due by May 10, 2025, and final drafts by May 31, 2025.
Place of Performance
The services will primarily be performed in various communities across Iowa, including Akron, Cherokee, Correctionville, Hawarden, Independence, Rock Rapids, Rock Valley, Sioux County, Sioux Rapids, Spencer, and Urbandale.
