Description

Background
The City of Iowa City is seeking proposals from qualified vendors to provide Fire Alarm System Monitoring and Inspection, Testing, Maintenance and Repairs; and Intrusion Alarm Services at various city buildings.
The goal of this contract is to ensure the safety and compliance of fire and intrusion alarm systems across multiple city facilities.

Work Details
The contractor will provide the following services:
- 24/7 monitoring of intrusion and fire alarm systems
- Notification of City staff prior to contacting emergency dispatch
- Establishment of protocols for false alarm management
- Compliance with testing requirements set by the City Fire Department, State Fire Marshal regulations, and National Fire Alarm Code.
Additionally, the vendor must ensure that testing is conducted by certified personnel, maintain records of service reports detailing work performed and materials used, provide monthly intrusion alarm activity reports, assist in maintaining alarm software on a designated City computer, perform repairs for deficiencies found during inspections or due to equipment failure with specified response times (urgent repairs within 4 hours and non-urgent within 2 business days), and provide detailed repair reports.
The vendor will also be responsible for replacing fire alarm batteries every 5 years or sooner if required by fire code.

Period of Performance
The initial contract term will be for three years with options for renewal for additional three-year periods upon mutual consent.

- The Park Lodge at Terry Trueblood Recreation Area
- Senior Center
- Water Plant
- Ned Ashton House
- Animal Care and Adoption Facility
- Harrison Street Parking Facility
- Court Street Parking Facility
- Tower Place Parking Facility
- Wastewater Plant
- Public Works Building
- Municipal Airport
- Streets Department
- Iowa City Landfill
- Eastside Recycling Building (Buildings A & B)
- City Hall
- Dubuque Street Parking Facility (inspection only)
- Capitol Street Parking Facility (inspection only)
- Mercer Park Aquatic Center (intrusion alarm)
- Parks Department (intrusion alarm).

Bidder Requirements
Vendors must demonstrate proven experience in intrusion and fire alarm monitoring services. They are required to secure all necessary permits/licenses at their expense and adhere to applicable safety regulations. Vendors must maintain adequate staffing levels to complete all tasks and ensure employees wear identifiable uniforms. Additionally, vendors must provide a warranty for all work performed for a minimum of one year.
