Background
The Iowa Department of Administrative Services (DAS), on behalf of the Department of Health and Human Services, is issuing this Request for Proposals (RFP) for transportation services.
The Woodward Resource Center operates a Central Distribution Center (CDC) in Woodward, Iowa, which serves as the origin for these transportation services. The CDC warehouse contains various items such as food products, eating utensils, cooking items, cleaning supplies, and sanitary paper products. The agency currently delivers these products to multiple facilities across the state, including health and human services facilities and correctional institutions.
Work Details
The contractor will provide dedicated contract carriage services from the CDC warehouse in Woodward, IA. Services include:
- As Needed Less Than Truckload (LTL), Full Truckload (FTL), and Freight-of-all-kinds (FAK) delivery services.
- Deliveries are required Monday through Friday, excluding holidays.
- The contractor must be licensed by the Iowa Department of Transportation and the Federal Motor Carrier Safety Administration (FMCSA).
- Deliveries will encompass approximately 90,000 annual miles to various locations including:
- Anamosa State Penitentiary
- Clarinda Correctional Facility
- Cherokee Mental Health Institute
- Fort Dodge Correctional Facility
- Independence Mental Health Institute
- Iowa Correctional Institute for Women
- Iowa Medical and Classification Center
- Iowa State Penitentiary
- Iowa Veterans Home
- Mount Pleasant Correctional Facility
- Newton Correctional Facility
- North Central Correctional Facility
- State Training School.
- Items to be delivered include food items, eating utensils, cooking items, cleaning supplies, and sanitary paper products.
- Vehicles must be capable of floor loading a maximum of 24 pallets (40 x 48). Current operations utilize three refrigerated trailers and two day cabs.
Period of Performance
The initial term of the contract is one year with the possibility of five annual extensions.

The primary location for performance is the Central Distribution Center at Woodward Resource Center located at 1251 334th St, Woodward, Iowa.
Deliveries will be made to various locations across the state of Iowa.
