Background
The City of Des Moines is soliciting sealed bids from qualified companies for the procurement of Asphalt Rejuvenation Services. The goal of this contract is to rejuvenate asphalt surfaces on city streets, enhancing their longevity and performance. The services are to be performed in accordance with the terms, conditions, and specifications outlined in this Request for Bid.
Work Details
The contractor will provide all labor, equipment, materials, and traffic control necessary for the application of an Emulsified Maltene-Based Asphalt Rejuvenating Agent to bituminous asphaltic surface courses on streets within Des Moines, Iowa. The rejuvenation process will utilize a spray application of a cationic Maltene-Based Rejuvenating Agent composed of petroleum oils and resins emulsified with water. Specific requirements include:
1. Application must reduce viscosity by an average of 25% for new pavements and 30% for older pavements.
2. The product 'Reclamite'® produced by Tricor Refining, LLC is specified as the standard for the rejuvenating agent.
3. A pre-construction meeting with City representatives is required post-award.
4. Street sweeping before and after treatment is mandatory.
5. Traffic control measures must comply with MUTCD guidelines.
Period of Performance
The initial term of the contract will be from approximately May 1, 2026 through April 30, 2027, with potential extensions for five additional one-year terms.

The work will be performed on various streets within Des Moines, Iowa.
