Description

Yoga Training and Trauma Informed Care for Male Incarcerated Individuals on Oahu
Background
The State of Hawaii, Department of Corrections and Rehabilitation, Corrections Program Services, Education Division is issuing a Request for Proposals (RFP No. DCR 25-CPS/E-36) for Yoga Training and Trauma Informed Care specifically designed for male incarcerated individuals on Oahu.

The program aims to enhance the health and well-being of this population by providing a structured yoga curriculum that addresses the unique stressors associated with incarceration. This initiative is part of the agency's mission to improve rehabilitation outcomes through innovative educational programs.

Work Details
The selected service provider will deliver yoga training services at three facilities: Halawa Correctional Facility (HCF), Waiawa Correctional Facility (WCF), and Oahu Community Correctional Center (OCCC). The program will include:
1. A twelve-week curriculum focusing on trauma recovery, cognitive reasoning skills, emotional intelligence, mindfulness, and coping strategies for frustration, anxiety, depression, anger, and ill-health.
2. Each cohort will consist of a minimum of eight participants and a maximum of fifteen (or eighteen at HCF), with classes held twice weekly for two hours per session.
3. The service provider must utilize certified instructors who adhere to Yoga Alliance standards and maintain documentation of their qualifications.
4. The program will be funded at $75,000 annually ($50,000 for jail populations and $25,000 for prison populations), subject to availability beyond June 30, 2026.

Period of Performance
The contract will have an initial term of twenty-four months from the Notice to Proceed date, with options to extend for two additional twelve-month periods based on funding availability.

Place of Performance
Services will be performed at Halawa Correctional Facility (HCF), Waiawa Correctional Facility (WCF), and Oahu Community Correctional Center (OCCC) on the island of Oahu.

Bidder Requirements
Bidders must have licenses in accordance with federal, state, and county regulations; provide certified yoga instructors; maintain liability insurance coverage; comply with all applicable laws regarding workers' compensation; and demonstrate experience in providing yoga instruction within adult correctional settings.

Additionally, they must submit proof of compliance with tax clearance requirements and provide documentation related to tuberculosis testing for staff.
