The State of Hawaii, Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) owns a 19.5-acre parcel of land on the Waianae coast. The purpose of this project is to engage a qualified contractor to provide all labor, materials, equipment, and incidentals necessary to install Phase II of resource protection and perimeter fencing at this DAR property. Work Details
The contractor will be responsible for the following tasks:
1. Installation of fencing along designated alignments including:
- Shoreline (Makai) and Southeast Boundary Fence: Approximate total length of 1,205 feet using erosion-resistant materials.
- Anchialine Pool and Sinkhole Protection Fence: Approximate length of 500 feet using chain-link fencing.
- Highway Boundary Fence: Approximate length of 756 feet with additional deterrent features such as barbed wire.
2. Installation of access gates at specified locations.
3. Minor grading along fence lines as necessary.
4. Vegetation clearing along proposed fence alignments while minimizing disturbance to surrounding habitats.
5. Removal and disposal of small trash and debris encountered within work areas.
6. Coordination with DLNR DAR staff regarding fence alignment and gate placement.
Period of Performance
The contract will be performed over a 6-month period from the Notice to Proceed for each awarded line item, with completion required by March 2027.

The work will be conducted on the Waianae coast in Hawaii, specifically on the DAR property between Waianae High School and Waianae Boat Harbor.
Bidder Requirements
Bidders must be a General Building Contractor or hold a C-32 license (Ornamental, guardrail, and fencing contractor) with prior experience in similar fence installation projects. They must also provide a construction performance and payment bond for 100% of the contracted price upon award. Compliance with Hawaii Compliance Express (HCE) is required at the time of award.
