Tutoring Services for the Hawaii State Department of Education

Background
The Hawaii State Department of Education is seeking qualified Offerors to provide high-quality academic tutoring services for K-12 students. The goal of this solicitation is to improve academic outcomes for students, particularly those identified as needing additional support.

The tutoring services may be delivered in various formats including one-on-one, small groups, virtual, in-person, or blended approaches. This initiative is supported by Title I funds aimed at raising academic achievement for all students, especially those furthest from proficiency.

Work Details
The CONTRACTOR shall provide tutoring services in the following subject areas: Reading, Writing, English Language Arts, Math, Science, and English Language Proficiency. Services must include a training plan for tutors covering curriculum use, assessment administration, effective tutoring delivery, and compliance with FERPA.

A system ensuring student safety must be implemented including tutor background checks. Personalized learning plans must be created for each student based on data-driven goals. Assessments will include baseline (pre-testing), formative assessments to monitor progress, and summative assessments at the end of tutoring sessions. Regular communication with teachers and parents regarding student progress is required.

Period of Performance
The contract will commence upon full execution and will end on June 30, 2026. The Vendor List may be extended for up to five additional twelve-month periods based on mutual agreement and funding availability.

Place of Performance
Services will be provided within the schools of the Hawaii State Department of Education as needed across various locations in Hawaii.

Bidder Requirements
Offerors must have a minimum of two consecutive years of experience providing tutoring services in a K-12 setting and provide at least three recent client references. They must comply with all applicable federal, state, and local laws including health and safety regulations. Offerors are required to obtain necessary permits and licenses prior to commencing work under the contract.
