The Offeror shall furnish all labor, equipment, tools, materials, and transportation to perform all operations in connection with removing six (6) tulipwood trees, three (3) stumps and masonry work to pour concrete to level to existing tile to the area of the trees and stumps and ten (10) areas without trees or stumps at 46 Merchant Street between Kumu Kahua Theatre and Pioneer Plaza Building on the island of Oahu.
Background
The Department of Accounting and General Services, Central Services Division (DAGS/CSD) is issuing this solicitation for tree removal and masonry services at 46 Merchant Street, located on the island of Oahu. The goal of this contract is to remove six tulipwood trees and three stumps, as well as to perform masonry work to level concrete in areas affected by the tree removal. This initiative aims to address potentially hazardous conditions associated with the trees.

Work Details
The Contractor shall provide all labor, equipment, tools, materials, and transportation necessary for the following tasks:

1. Remove six (6) tulipwood trees by cutting them down, grinding the stumps, and removing all debris. Treat the area with a root barrier to prevent regrowth and dispose of any concrete surrounding the trees. Clean and clear the area before laying or pouring concrete level with existing tile.

2. Remove three (3) stumps similarly by grinding them down and treating the area with a root barrier. Dispose of surrounding concrete and prepare the area for new concrete.

3. For ten (10) areas without trees or stumps, clean and clear existing gravel down to dirt level before backfilling with concrete to match existing tile levels.

4. Work must be performed on weekends only between 8:30 a.m. and 4:30 p.m., with a work plan submitted for approval ten days prior to commencement.

Period of Performance
The anticipated period of performance for this contract is from May 1, 2025, through July 31, 2025.

Place of Performance
The work will be conducted at 46 Merchant Street between Kumu Kahua Theatre and Pioneer Plaza Building on the island of Oahu.

Bidder Requirements
Bidders must have a minimum of five years' experience in tree removal and masonry services. They must possess valid State of Hawaii contractor licenses C27 (tree removal) and C31 (masonry), as well as necessary business licenses. A Certified Arborist with at least five years of experience must supervise all tree trimming work. Additionally, bidders must have an office on Oahu and provide proof of compliance with applicable labor laws.
