Transfer and Process Landfill Gas from Waimanalo Gulch
Background
The Department of Environmental Services of the City and County of Honolulu is issuing a Request for Proposals to select a Contractor to recover landfill gas (LFG) produced by the Waimanalo Gulch Sanitary Landfill (WGSL) and transfer it for the Contractor's own use while compensating the City per unit of LFG transferred.

The project aims to reduce the City's carbon footprint and increase sustainability in line with its goal of carbon-neutral operations by 2045. The existing WGSL facility, operated by Waste Management, is scheduled to close by March 2, 2028, but will continue to produce LFG for 30 years after closure.

The project seeks to maximize beneficial utilization of LFG and minimize flaring, which currently has minimal beneficial use.

Work Details
The Contractor shall design, build, operate, and maintain any necessary equipment or facilities to transfer and process LFG. Key responsibilities include:
- Recovering LFG from WGSL and transferring it for the Contractor's use while providing compensation to the City.
- Employing technologies that maximize the value of LFG and offset fossil fuel use.
- Compensating the City per Standard Cubic Foot therm (100,000 BTU) of LFG transferred as specified in Appendix C: Pricing/Certifications.
- Guaranteeing a 70% or greater reduction in LFG flared at WGSL based on annual production.
- Providing all services related to engineering, procurement, construction, operation, maintenance, and compliance with local, state, and federal regulations.
- Submitting design documents for approval that include system descriptions and construction drawings.

Period of Performance
The contract period will extend until all work is completed as defined in Appendix B: Term/Schedule of Work. The WGSL facility is scheduled to close on March 2, 2028.

Place of Performance
The work will be performed at the Waimanalo Gulch Sanitary Landfill located at 92-460 Farrington Highway, Kapolei, Hawaii.
