Background
The Department of Health, Alcohol and Drug Abuse Division (ADAD), Treatment and Recovery Branch, is seeking proposals for a statewide Substance Use Disorder (SUD) Coordinated Access Resource Entry System (CARES). This initiative aims to provide coordinated, responsive, clinically appropriate substance use disorder treatment and recovery support services for adults and adolescents across Hawaii.

The ADAD's mission is to lead the development and delivery of quality substance abuse prevention, intervention, and treatment services for residents of Hawaii. The RFP aligns with the DOH’s strategic plan to reduce substance use and improve connections between primary care and behavioral health.

Work Details
The contractor will implement and maintain a coordinated entry system that operates seven days a week from 8:00 a.m. to 5:00 p.m., providing access to substance use prevention, treatment, and recovery support services. The system must effectively respond to individuals with substance use disorders (SUD) or co-occurring mental health disorders.

Specific service goals include ensuring comprehensive referral, treatment, and recovery support services that are clinically appropriate. The target population includes adults, adolescents, families meeting ICD criteria for SUD or co-occurring disorders, with priority given to pregnant women with dependent children and individuals who inject drugs. Services will be provided statewide across all Hawaiian islands.

Period of Performance
The contract term will be from April 01, 2025 to March 31, 2026, with the possibility of extensions up to five additional years based on performance and funding availability.

Place of Performance
The contract will be performed statewide in Hawaii, covering all islands including Oʻahu, Kauaʻi, Molokaʻi, Lanaʻi, Maui, and Hawaiʻi.
