Background
The Department of the Attorney General is seeking proposals for an Employer of Record for the Hawaii High Intensity Drug Trafficking Area (HI-HIDTA) Program. The HI-HIDTA is a federally funded initiative aimed at reducing drug trafficking and production in critical regions of the United States. The Department acts as a fiduciary for personnel matters under the HI-HIDTA, which includes approximately nine staff members across various roles.
Work Details
The selected contractor will provide comprehensive Employer of Record services, including:
1) Serving as the Employer of Record for approximately nine employees;
2) Assisting in designating Assigned Employees and coordinating their job classifications;
3) Offering a voluntary employee benefits program that may include medical, dental, vision, prescription drug coverage, flexible spending accounts, life insurance, and 401K retirement plans;
4) Providing leave benefits such as vacation and sick leave;
5) Consulting on employment matters including hiring and pay rates;
6) Managing employment administration and human resource management tasks;
7) Direct depositing payroll into employee accounts;
8) Administering payroll taxes and mandatory payments;
9) Maintaining employee records and issuing W-2s;
10) Providing Employment Practices Liability Insurance (EPLI);
11) Ensuring compliance with relevant laws including ADA and COBRA;
12) Conducting employee orientations.
Period of Performance
The contract will have a base term of one year with up to five one-year options to extend at the State's discretion. The contract start date is September 1, 2026.
Place of Performance
Services will be performed at the Department of the Attorney General located at 235 S. Beretania Street, Suite 401, Honolulu, Hawaii.
Bidder Requirements
Offerors must demonstrate success as an Employer of Record or human resource provider. They must not be debarred or suspended by the U.S. Government and must maintain active registration in the Federal System of Award Management (SAM). Compliance with Hawaii laws regarding general excise tax, employment security law, worker’s compensation law, temporary disability insurance, prepaid health care act, and obtaining a Certificate of Good Standing is required.

The purpose of the pre-proposal conference is to provide Offerors an opportunity to be briefed on this procurement and to ask any questions about this procurement. The pre-proposal conference is not mandatory; however, Offerors are encouraged to attend to gain a better understanding of the requirements of this RFP. Offerors are advised that anything discussed at the pre-proposal conference does not change any part of this RFP. All changes and/or clarifications to this RFP shall be done in the form of an addendum.
