Background
The Judiciary of the State of Hawaii is seeking proposals to provide immigration-related legal services for indigent individuals involved in immigration court proceedings. The goal is to offer legal representation at no cost to individuals regardless of their state or country of residence, focusing on those who cannot afford legal assistance. This initiative aims to ensure that indigent individuals receive necessary legal support in matters such as deportation defense and asylum applications.

Work Details
The contractor will provide direct legal services, including but not limited to:
1) Legal representation in immigration court proceedings;
2) Preventative measures such as consultations for individuals at risk of deportation;
3) Filing affirmative immigration applications with the United States Citizenship and Immigration Services;
4) Pro bono, judicial, and administrative advocacy;
5) Legal advice and information.

Services must be provided by attorneys licensed in Hawaii or supervised staff, ensuring compliance with all relevant licensing standards and civil rights regulations.

Period of Performance
The contract will commence on September 1, 2025, and conclude on June 30, 2026. There is potential for a twelve-month extension based on funding availability and satisfactory performance.

Place of Performance
Services will be provided across various geographic areas in Hawaii, including Oʻahu (First Circuit), Maui, Lanaʻi, Molokaʻi (Second Circuit), Hawaiʻi Island (Third Circuit), and Kauaʻi (Fifth Circuit).

Bidder Requirements
Applicants must demonstrate experience in providing immigration-related legal services to indigent persons for at least one year. They must comply with Chapter 103F of the Hawaii Revised Statutes regarding health and human services procurement. Additionally, applicants must have a valid IRS 501(c)(3) status and maintain necessary licenses throughout the contract period. A criminal history record check is required for all personnel involved in service delivery.
