Description

HTA's 2020-2025 Strategic Plan calls for a focus on destination management, which HTA has defined as attracting and educating responsible visitors; advocating for solutions to overcrowded attractions, overtaxed infrastructure, and other tourism-related problems; and working with other responsible agencies to improve natural and cultural assets valued by both Hawai i residents and visitors. HTA is soliciting proposals from qualified companies to assist HTA in working with the visitor industry and communities across the state to develop six Destination Management Action Plans (DMAPs) that set the strategic direction and management for tourism on the islands of Kaua i, O ahu, Maui, Moloka i, L na i, and Hawai i Island over a 3-year period. The DMAPs identify and prioritize clear actions, articulate the roles of the agencies responsible for implementation, and set measurable outcomes. In addition, the DMAPs will identify sites that are in need of further management.
The development of each DMAP shall be a collaborative process with government agencies, the visitor industry, the community, and other sectors. The goal is to create a successful visitor industry that brings the desired economic and social benefits to its residents, minimizes negative impacts, and provides an exceptional experience for visitors.
Background
The Hawaiʻi Tourism Authority (HTA) is the state agency responsible for managing tourism in Hawaiʻi sustainably, aligning with community desires and preserving natural resources.

HTA's 2020-2025 Strategic Plan emphasizes destination management, focusing on attracting responsible visitors and addressing tourism-related challenges. This RFP seeks proposals from qualified companies to develop six Destination Management Action Plans (DMAPs) for Kaua‘i, O‘ahu, Maui, Moloka‘i, Lāna‘i, and Hawai‘i Island over a three-year period. The DMAPs will set strategic directions for tourism management and identify necessary actions and responsible agencies.

Work Details
The contractor will perform the following tasks:
1) Review current DMAPs and evaluation reports;
2) Design visual tools and data collection instruments;
3) Participate in government meetings (3-4 estimated);
4) Support community workshops across islands to gather input;
5) Convene DMAP advisory committees monthly;
6) Compile results from various sources to draft visions and actions for the DMAPs;
7) Submit Draft #1 of the County DMAPs by November 7, 2025;
8) Prepare Draft #2 by November 28, 2025;
9) Design final approved DMAPs in PDF format by January 30, 2026.

Period of Performance
The contract is expected to commence on June 18, 2025, and conclude on March 31, 2026.

Place of Performance
The work will be performed across the islands of Kaua‘i, O‘ahu, Maui, Moloka‘i, Lāna‘i, and Hawai‘i Island.

Bidder Requirements
Offerors must have a minimum of five years of experience in strategic planning related to tourism. They must demonstrate knowledge of Hawai‘i’s visitor industry and possess relevant qualifications. Additionally, they are required to submit a Certificate of Vendor Compliance or proof of application for compliance.
