HTA is a government agency established by the State of Hawai i in 1998, pursuant to Chapter 201B of the Hawai i Revised Statutes. HTA is the lead agency and advocate for Hawai i's tourism industry. Its mission is to strategically manage Hawai i tourism in a sustainable manner consistent with economic goals, cultural values, preservation of natural resources, community desires and visitor industry needs.
The Strategic Plan informs the strategic directions that organize HTA's activities and responsibilities in strategically managing Hawai i tourism for the next five years, responsive to community, industry, and government stakeholders. An update to the plan for 2026-2030 may consider focuses in destination stewardship, regenerative tourism, and brand management.
HTA is soliciting proposals from qualified companies to assist with updating its Tourism Strategic Plan 2026-2030. The Tourism Strategic Plan process will include performing an analysis of current conditions to identify problems and opportunities, bringing together public and private tourism, hospitality, and community leaders to update HTA's current Tourism Strategic Plan for the years 2026-2030; recommending goals, objectives, and strategies to best implement and write the update to HTA's current Tourism Strategic Plan.

Work Details
The contractor will assist HTA in updating its Tourism Strategic Plan for 2026-2030 through various tasks including: reviewing existing strategic plans and relevant documents; facilitating strategic planning sessions with HTA staff and board members; supporting convenings with tourism industry leaders and community stakeholders across all islands; synthesizing results from community convenings; attending HTA board committee meetings; conducting interviews with key legislators; compiling results into a draft plan that includes a collective vision, situational analysis, data-driven guidance for investments, key performance indicators, and alignment with best practices in destination management.

The final approved Strategic Plan Update must be delivered in PDF format by January 30, 2026.

Period of Performance
The contract work is expected to commence on June 17, 2025, and conclude by March 31, 2026.

Place of Performance
The services will be performed across various locations in Hawai‘i including Kauaʻi County, Maui County, C&C Honolulu, Hawaiʻi County, Oʻahu, Molokaʻi, Lānaʻi, and Hawaiʻi Island.

Bidder Requirements
Offerors must have at least five years of experience in strategic planning and community meeting facilitation for public agencies or programs related to tourism. They must also possess knowledge of Hawai‘i’s visitor industry and relevant state and county government operations. A Certificate of Vendor Compliance from Hawai‘i Compliance Express is required at the time of award.
