Description

The Hawaii Tourism Authority (HTA) is the state agency responsible for the repairs, maintenance, construction, and replacements of the Hawaii Convention Center pursuant to HRS 201B-3(a)(27). HTA solicits bids for the Rooftop Terrace Deck Repairs and Remodeling (Project) pursuant to Hawaii Revised Statute 103D-303. The Project consists of repairing and remodeling the 4th level roof-top pedestrian terrace deck.
Background
The Hawaii Tourism Authority (HTA) is the state agency responsible for the repairs, maintenance, construction, and replacements of the Hawaii Convention Center as per HRS 201B-3(a)(27).
HTA is soliciting bids for the Rooftop Terrace Deck Repairs and Remodeling project under Hawaii Revised Statute 103D-303.
The project aims to repair and remodel the 4th level rooftop pedestrian terrace deck, which encompasses approximately 95,000 square feet.

Work Details
The project involves a comprehensive scope of work including:
1. Demolition/Removal: Removal of existing terrace finishes, built-in planters, water features, concrete topping slab, waterproofing, and structural elements down to the structural deck.
2. Structural Repairs: Repair of existing concrete piers, columns, and deck cracks; installation of new roof drains and plumbing; renovation of pre-cast concrete railings; installation of waterproofing systems with warranties against leakage.
3. Construction of new elements: Installation of a new raised stage (2,000 sf), a 34,000-sf steel and fabric shade/rain canopy designed by BirdAir, and a feature wall on the west plaza.
4. ADA Improvements: Modifications to ensure compliance with current ADA requirements around the building perimeter.
5. Children’s Courtyard Reconstruction: Reconstruction of courtyard walls and planters with new waterproofing and plantings.

Period of Performance
The contract period will be from January 1, 2026, to November 30, 2027.

Place of Performance
The work will be performed at the Hawaii Convention Center located at 1801 Kalakaua Avenue, Honolulu, Hawaii.

Bidder Requirements
Bidders must possess the required Contractor’s licenses and be incorporated or organized under the laws of the State or registered to do business in Hawaii.
They must also comply with HRS §103-55.6 regarding apprenticeship agreements for public works construction projects valued at $250,000 or more.

The mandatory pre-proposal & bid conference aims to provide Offerors an opportunity to be briefed on this procurement and to ask questions about the procurement process.
