Request for Information: Paratransit Scheduling System

Background
The City and County of Honolulu's Department of Transportation Services is seeking information to enhance its paratransit scheduling system, which provides complementary ADA services to eligible riders on Oahu.

Oahu Transit Services, Inc. (OTS) currently operates this service, having provided nearly 1 million rides in Fiscal Year 2019 using 190 vehicles. The City aims to gather insights on current market trends and features available in paratransit scheduling systems to improve client eligibility, ride scheduling, and dispatching.

Work Details
The City requires a paratransit scheduling system that can:
- Record client registration and eligibility information
- Allow trip booking and cancellations via multiple channels (telephone, website, IVR, mobile app)
- Notify riders of vehicle arrivals
- Provide automated trip reminders
- Enable advanced real-time scheduling/routing and dispatching
- Monitor operations in real-time including vehicle location
- Perform reporting and analytics
- Manage electronic billing/invoicing for supplemental service providers
- Accommodate increased volume or software enhancements (scalability)
- Integrate with third-party software.

The system must comply with ADA regulations and National Transit Database reporting requirements.

Period of Performance
Responses are due by January 3, 2025. Virtual demonstrations of the systems will be scheduled between January 21-24, 2024.

Place of Performance
The contract work will be performed in Honolulu, Hawaii.
