Description

Refuse Collection Services for various State Facilities on the Island of Maui as listed on the following Service Schedule. Services to be provided shall include all labor, supervision, equipment including refuse containers, materials, parts, tools, transportation, mileage, and any other services necessary to collect and dispose of refuse in accordance with these Specifications and Special Provisions.
Background
The Department of Accounting and General Services (DAGS) is issuing a contract for refuse collection services at various state facilities on the Island of Maui. The mission of DAGS is to provide efficient and effective management of state resources, including waste management services. The goal of this contract is to ensure proper refuse collection and disposal in accordance with specified regulations and standards.

Work Details
The contractor shall provide all labor, supervision, equipment (including refuse containers), materials, parts, tools, transportation, mileage, and any other necessary services to collect and dispose of refuse. Specific requirements include:

1. Containers must be emptied completely during collection with minimal spillage; any spillage must be cleaned up by the contractor.
2. Missed pickups must be made up before 6:00 p.m. on the scheduled day; notification to DAGS is required if not possible.
3. A schedule with estimated pickup times for each facility must be published within 10 business days after notice to proceed.
4. Extra pickups must be coordinated with the Contract Administrator (CA) and reported in writing.
5. Blocked bins must be verbally reported to state personnel during normal working hours.
6. No washing or draining of liquid from bins onto state property is allowed due to health concerns.
7. Empty containers must be returned in a safe condition; those with wet garbage must be disinfected.
8. All refuse collected must be transported to disposal sites that comply with local regulations.

Period of Performance
The contract will commence on July 1, 2020, and remain in effect until June 30, 2021. It may be extended for up to three additional twelve-month periods upon mutual agreement.

Place of Performance
Services will be performed at various state facilities located on the Island of Maui.

Bidder Requirements
Bidders must have a valid Refuse Collection License from the County of Maui and a minimum of two years' experience in refuse collection service. They must maintain a permanent service facility on Maui that is accessible for immediate response to calls or emergencies. Additionally, bidders are required to comply with all applicable federal and state laws regarding employment and insurance.
