Description

Redevelopment of City Owned Property Iwilei Center
Background
The City and County of Honolulu, through its Department of Land Management (DLM), is seeking to enter into a public-private partnership for the redevelopment of the Iwilei Center, a City-owned property.
The goal is to create an iconic, high-density, mixed-use, transit-oriented development with a significant affordable housing component.
This initiative is part of the City's efforts to address the urgent need for affordable housing in Honolulu, as recognized under the Eleventh Proclamation Related to Affordable Housing.

Work Details
The selected Offeror will be responsible for the design, financing, construction, and operation of the redevelopment project on the Iwilei Center property.
The project must include:
- A mix of residential and commercial spaces with a focus on affordable housing.
- Compliance with sustainable design practices including energy efficiency initiatives such as solar power and water conservation.
- Community engagement throughout the development process.
- Securing necessary zoning and environmental approvals.
- Maintaining the project site and surrounding areas during and after construction.
- Conducting due diligence on the property prior to finalizing contracts.

Period of Performance
The contract will span a term of 75 years for the ground lease, with specific milestones for project completion and community engagement outlined in the Development Contract.

Place of Performance
The redevelopment will take place at three parcels located at 850 Iwilei Road, 866 Iwilei Road, and 505 Ka‘aahi Street in Honolulu, Hawai‘i.

Bidder Requirements
Offerors must meet several qualifications including:
- At least one individual with ten years of experience in mixed-use and affordable housing development.
- Authorization to do business in Hawaii with a Certificate of Good Standing.
- Compliance with labor regulations evidenced by a Certificate of Compliance from DLIR.
- Current Federal Tax Identification Number and Tax Clearance Certificate.
- Not be in arrears on payments owed to the City or involved in litigation against it.
Additionally, Offerors must provide evidence of commercial general liability insurance with specified coverage limits.

A non-mandatory Pre-Proposal conference will be held electronically on Friday, March 21, 2025, from 3:00 PM – 3:30 PM HST. The purpose of this meeting is to familiarize potential Offerors with the scope of the project and to answer questions regarding the requirements of this RFQ. Prospective Offerors should review the RFQ and associated documents, and are encouraged to submit written questions, in advance of this conference.
