Description

The State of Hawai i, Department of Health (HDOH), Family Health Services Division (FHSD), Children with Special Health Needs Branch (CSHNB), Early Intervention Section (EIS), is requesting information, feedback, questions, and considerations. The information received through this RFI will assist EIS in preparing a Request for Proposal (RFP) to procure for Early Intervention (EI) Consultants who will provide the following familycentered, community- based, EI services to Medically Fragile children Statewide: Occupational Therapy; Physical Therapy; Social Work; and Speech Language Pathology. EI services shall be delivered in accordance with the following Federal, State, and program requirements: Individuals with Disabilities Education Act (IDEA), Part C (34 Code of Federal Regulations, Part 303); HRS 321-351 to 321-357; Hawaii Administrative Rules (HAR) Chapter 11-140, EI Services for Infants and Toddlers; Hawaii IDEA Part C Early Intervention (EI) Policies and Procedures; Family Educational Rights Privacy Act of 1974 (FERPA) as amended; Health Insurance Portability and Accountability Act of 1996 (HIPAA) as amended; any and all Early Intervention Section (EIS) guidance and guidelines that may be issued, and other requirements, as applicable.
Background
The State of Hawai‘i, Department of Health (HDOH), Family Health Services Division (FHSD), Children with Special Health Needs Branch (CSHNB), Early Intervention Section (EIS) is requesting information, feedback, questions, and considerations for the procurement of Early Intervention (EI) Consultants who will provide family-centered, community-based EI services to Medically Fragile children statewide. The services shall be delivered in accordance with federal, state, and program requirements including Individuals with Disabilities Education Act (IDEA), Part C, HRS §321-351 to 321-357, Hawaii Administrative Rules (HAR) Chapter 11-140, and other applicable regulations.

Work Details
The work involves providing Occupational Therapy, Physical Therapy, Social Work, and Speech Language Pathology services to Medically Fragile infants and toddlers statewide. The services are required to be family-centered and community-based. The consultants are expected to adhere to various federal and state regulations including IDEA Part C, HRS §321-351 to 321-357, Hawaii Administrative Rules (HAR) Chapter 11-140, Hawaii IDEA Part C Early Intervention Policies and Procedures, FERPA, HIPAA, and any additional guidance issued by the Early Intervention Section (EIS).

Period of Performance
The contract will be for contracted services starting July 1, 2025.

Place of Performance
The services will be provided statewide in Hawai‘i.
