Description

Request for Proposals (RFP 25-08-PI) solicits proposals from eligible media entities with experience creating content for distribution via a statewide multi-media campaign to in-crease public biosecurity awareness for the prevention, control and mitigation of pests into the state (PUBLICAWARE2024). Priority will be given to eligible entities that have experience creating content to be distributed via radio, television, print and digital channels. Additionally, priority will be given to proposals that include at least one innovative activity to create public awareness such as, but not limited to: fairs, contests, workshops, or tours. To achieve this goal, the HDOA announces the availability of approximately $250,000 in general funds for this Biosecurity Project. PUBLICAWARE2024 will consider proposals with clear objectives and measurable outcomes that support achieving the objectives, and a process/method of data collection to show the measurable outcomes were met. HDOA will administer a competitive process to award funds and provide oversight to moni-tor the projects. The primary goal of PUBLICAWARE2024 is to create content to be distrib-uted via radio, television, print and digital channels with measurable outcomes demonstrat-ed via a process of data collection that shows the objectives of the multi-media campaign were met.
Background
The Hawaii Department of Agriculture (HDOA) is seeking proposals for the PUBLICAWARE2024 project, aimed at increasing public biosecurity awareness to prevent, control, and mitigate pests entering the state. The project is funded by approximately $250,000 in general funds as part of the Biosecurity Act 231, SLH 2024. This act appropriates funds for biosecurity projects for the fiscal year beginning July 1, 2024, and ending June 30, 2025.

Work Details
Eligible media entities are invited to create content for a statewide multi-media campaign that includes distribution via radio, television, print, and digital channels. Proposals should include at least one innovative activity to raise public awareness such as fairs, contests, workshops, or tours. Each proposal must outline clear objectives and measurable outcomes supported by a data collection process to demonstrate success. The campaign should target various demographics including 'The Silent Generation', 'Baby Boomers', 'Generation X', 'Millennials/Generation Y', 'Zoomers/Generation Z', and 'Generation Alpha'. Proposals will be evaluated based on their potential to achieve campaign objectives, innovative content creation ability, reasonable budget estimates, and past performance on similar projects.

Period of Performance
The contract will be performed over a period of twelve (12) months from the effective date of the contract. The HDOA reserves the right to extend the contract for an additional twelve (12) months if necessary.

Place of Performance
The project will be conducted statewide across Hawaii through various media channels.

Bidder Requirements
Bidders must comply with all applicable laws governing business operations in Hawaii including tax laws and employment security regulations. They must provide proof of insurance coverage including commercial general liability insurance with specified minimum coverage limits. A Certificate of Good Standing is required for entities doing business in Hawaii. No bid security is required for this RFP.
