Background
The Office of Economic Revitalization (OER) of the City & County of Honolulu, Hawaii, is seeking proposals to provide technical assistance to qualified small businesses. This initiative is part of the U.S. Department of Treasury's State Small Business Credit Initiative (SSBCI), a program designed to support small businesses and entrepreneurship across the United States by providing capital and technical assistance. The goal is to help very small businesses (VSBs), defined as those with fewer than 10 employees, including independent contractors and socially and economically disadvantaged individuals, access government-backed capital.
Work Details
The contractor will deliver Small Business Technical Assistance (SBTA) services aimed at enhancing access to capital for Oʻahu small businesses. Key services include:
1. Business Financial Assessment: Review financial statements, develop financial projections, and provide debt management guidance.
2. Credit Worthiness Improvement: Evaluate credit scores and recommend improvement strategies.
3. Loan Application Preparation: Assist in articulating loan purposes, organizing documentation, writing proposals, and identifying funding sources.
4. Financial Record Keeping: Help set up accounting systems and track cash flow.
5. Cash Flow Management: Assist with budgeting and financial planning.
6. Mentorship and Support: Provide ongoing guidance through the loan process and business coaching.
The contractor is expected to conduct a minimum of 18 workshops covering financial literacy topics relevant to capital access, provide individualized technical assistance, track capital application statuses for clients, and submit regular progress reports detailing activities and outcomes.
Period of Performance
The contract will be performed over a period of 24 months from the Notice to Proceed date, with an additional 3 months for final payment processing and project close-out.
Place of Performance
The services will be performed in Oʻahu, Hawaii.
Bidder Requirements
Bidders must be registered with the City’s Vendor Self-Service (VSS) system and have a compliant status in the State of Hawaii’s Hawaii Compliance Express (HCE). The successful offeror must provide proof of insurance as required by the contract.
