The work required under this contract involves the printing and delivery of 160,000 'Certificate of Title' forms for the Department of Finance, Vehicle Registration & Licensing Division, County of Hawaii. Vendors are expected to provide these forms as specified in the solicitation documents. The County of Hawaii, Department of Finance, Vehicle Registration & Licensing Division, is the requesting agency for this contract. This contract is being issued to fulfill the Department's need for official 'Certificate of Title' forms, which are essential for vehicle registration and licensing operations within the County of Hawaii. Contract requirements include the completion and submission of RFQ Form PP for Goods 09-21-23. All fields on this form, including the fax number and exceptions box, must be completed before vendors can input their quote amount. Vendors may indicate 'N/A' or 'None' if a field does not apply. It is important to tab through the form to ensure all fields are filled. Failure to submit the required form with the quote may result in the vendor being considered 'non-responsive' and disqualified. The award will be made as a lot, so all line items must be quoted to be considered for award. If applicable, a purchase order will be emailed to the winning vendor. Vendor compliance with Hawaii Compliance Express (HCE) is mandatory for all awards of $2,500 or greater, in accordance with Hawaii Revised Statutes 103D-310(C). Vendors are encouraged to register with HCE as soon as possible, as establishing an account may take two or more weeks. See RFQ Form 1, Exhibit A, No. 13, for additional information. All questions regarding this solicitation must be submitted in writing through Public Purchase to the Bid Contact specified in the solicitation. No oral interpretations or explanations of the IFB/RFQ will be provided to any bidder, and oral communications are not binding. Communication with anyone other than the listed Bid Contact or Purchasing staff may result in disqualification. Any modifications to the solicitation will be provided to all bidders by addendum.
