Background
The County of Hawai'i is issuing a solicitation for the construction of the Pahala Wastewater Treatment Plant, Job No. WW-4810, located in Pahala, Ka‘u, Hawaii. This project aims to enhance wastewater management through the construction of a new Package Wastewater Treatment Plant that includes site improvements for secondary treatment processes, disinfection, solids management, and effluent disposal.

Work Details
The project consists of constructing a new Package Wastewater Treatment Plant which includes:

1. Site improvements for secondary wastewater treatment process;
2. Disinfection systems;
3. Solids management facilities;
4. Effluent disposal systems;
5. Two structures: a control building and a WWTP canopy building.

All necessary items not specifically listed as pay items will be considered incidental work and included in the bid prices of various pay items provided within the Schedule of Values.

Bidder Requirements
Bidders must possess a valid State of Hawaii General Engineering Contractor License 'A'. Additionally, bidders must register as a Public Purchase Vendor with the Hawaii County Agency to submit bids electronically via the Public Purchase System. The contractor must comply with various state laws including tax clearance, unemployment insurance, workers' compensation, and health care requirements. Bidders are also required to ensure that at least 80% of their workforce are Hawai'i residents.
