Description

The principal objective of the federal solicitation is to support transformational habitat restoration projects that restore marine, estuarine, coastal, or Great Lakes ecosystems, using approaches that enhance community and ecosystem resilience to climate hazards. Background
The Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) is seeking a responsible provider to assist in its watershed restoration program on Kauaʻi. This request supports DAR’s commitment to its strategic goals of pono practice, monitoring, restoration, and place-based planning.

The federal solicitation aims to support transformational habitat restoration projects that restore marine, estuarine, coastal, or Great Lakes ecosystems. This will enhance community and ecosystem resilience to climate hazards. The funding opportunity is provided through the National Oceanic and Atmospheric Administration (NOAA) under the Bipartisan Infrastructure Law Round 3.

Work Details
The selected vendor will complete the following tasks within a 36-month project period:
1. Mapping, Permitting, and Environmental Compliance - complete preliminary mapping, permitting, and environmental compliance requirements.
2. Establish a land-based coral nursery facility - expand Kauaʻi’s capacity for coral propagation and research.
3. Conduct in-water coral reef restoration - coordinate with DAR for collection, site selection, outplanting, and monitoring activities.
4. Community Engagement and Outreach - provide opportunities for volunteer involvement and education on restoration efforts and traditional Hawaiian practices.
5. Knowledge Exchange - participate in workshops and trainings to share project outcomes.
6. Workforce Development - train staff in coral reef restoration techniques and SCUBA diving skills.
7. Monitoring - develop metrics for all tasks completed.

Period of Performance
The project duration is up to three years with an earliest start date of January 1, 2026.

Place of Performance
The contract will be performed on Kauaʻi, Hawaii.
