NH-0300(176) Freeway Management System Phase 4

Background
The Freeway Management System Phase 4 project is issued by the State of Hawaii's Department of Transportation, Highways Division.
The project aims to enhance traffic management and safety on the H-3 Freeway and surrounding areas through the installation and upgrade of closed-circuit television (CCTV) systems and communication infrastructure.
This initiative is part of a broader effort to improve transportation efficiency and safety in the districts of Ewa, Honolulu, and Koolaupoko on the island of Oahu.

Work Details
The scope of work includes:
1. Replacement of 72 existing CCTV cameras along the H-3 Freeway and within the Tetsuo Harano Tunnel.
2. Installation and replacement of corridor-wide fiber optic trunk communication cable.
3. Installation of two (2) new CCTV cameras on the H-3 Freeway.
4. Upgrades to operator equipment at the Tetsuo Harano Tunnel traffic operations center, including two (2) new NTB-1 workstations, replacement of an existing video switch, and video wall display upgrades.
5. Installation of three (3) new CCTV cameras on Pali Highway (Route 61) with limited conduit installation at camera sites for connectivity to existing fiber.
6. Installation of fiber optic cable and conduit between Kalihi Interchange and Houghtailing Street along the H-1 Freeway.

Period of Performance
The contract performance period is anticipated to begin following contract award, with an estimated completion timeframe extending through FY 2026.

Place of Performance
The work will be performed primarily along the H-3 Freeway, within the Tetsuo Harano Tunnel, Pali Highway (Route 61), and along the H-1 Freeway between Kalihi Interchange and Houghtailing Street, all located on the island of Oahu, Hawaii.

Bidder Requirements
Bidders must possess a valid State of Hawaii General license prior to contract award.
Additionally, bidders are required to comply with Disadvantaged Business Enterprise (DBE) requirements as outlined in federal regulations, including submission of specific DBE documentation by September 24, 2025.
