NASPO Valuepoint WIC Infant Formula Rebate

Background
The State of Kansas, in collaboration with NASPO ValuePoint, is releasing an Invitation for Bid (IFB) to establish one or more Master Agreements for WIC Infant Formula Rebate. The purpose is to provide a rebate for iron-fortified infant milk-based and soy-based formulas in all physical forms through the State Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) retail distribution system.
The WIC Program is a federally funded nutrition education and supplemental food program established in 1972 under federal Public Law 92-433.

Work Details
The scope of work includes providing WIC Infant Formula Rebate for all participating States. The IFB consists of various attachments detailing the terms and conditions, scope of work, evaluation plan, sample master agreement, participation information, protest information, offeror response worksheet, bid proposal, signed amendments, claim of business confidentiality, certification of procurement, tax clearance certificate, certification regarding immigration reform, policy regarding sexual harassment, certification of antiboycott of Israel, Kansas WIC event details, and Kansas contractual provisions.
The initial term of the Master Agreement resulting from this IFB is anticipated to be 5 years with no renewals.

Period of Performance
The IFB open date is June 12, 2024. The bid opening will be on July 24, 2024. The award date is expected no later than August 30, 2024.

Place of Performance
The contract will be performed for all participating States including Alaska, American Samoa, Arizona, Commonwealth of the Northern Mariana Islands (CNMI), Delaware, District of Columbia, Guam, Hawaii, Idaho,
Inter Tribal Council of Arizona (ITCA), Inter-Tribal Council of Nevada (ITCN), Kansas,
Maryland,
Montana,
Navajo Nation,
Nevada,
Oregon,
Osage Nation,
Pueblo of Isleta,
Utah,
U.S. Virgin Islands,
Washington West Virginia and Wyoming.
