Landscaping, Tree, Irrigation & Maint Svcs

Background
The Hawaii Community Development Authority (HCDA) is a public instrumentality of the State of Hawaii, responsible for managing various properties within the Kaka'ako and Kalaeloa Community Development Districts. The HCDA aims to maintain these properties in a clean, healthy, and presentable condition that supports public use and complies with environmental regulations. This contract seeks qualified contractors to provide landscaping, tree trimming, and irrigation maintenance services across multiple locations in Oahu.

Work Details
The contractor will perform routine landscape maintenance, tree trimming, and irrigation system maintenance at the following locations:
- Kolowalu Park
- Kewalo Basin Charter Boat Building
- Kewalo Basin Diamond Head Parking Lot
- NOAA Lot
- Historic Ala Moana Pump Station
- Ilalo Street Frontage
- Enterprise Avenue.

Specific tasks include:
- Weekly irrigation system checks
- Safety inspections of park premises
- Turf mowing and edging every two weeks
- Monthly testing of the irrigation system
- Pest monitoring
- Tree trimming (twice a year for non-coconut trees and three times a year for coconut trees)
- Weed control throughout all areas
- Debris containment during maintenance activities to prevent storm drain contamination.

Adherence to HCDA General Landscape Maintenance Standards is required. Special care must be taken around culturally sensitive areas such as burial sites.

Period of Performance
The contract will last for an initial term of 36 months from the Notice to Proceed date with options for two extensions without rebidding.

Place of Performance
Services will be performed at various properties located within the Kaka'ako and Kalaeloa Community Development Districts on Oahu, Hawaii.

Bidder Requirements
Bidders must have a minimum of five consecutive years of experience in similar work and possess a valid State of Hawaii c-27 specialty contractor license. At least one supervisory employee must be a Certified Landscape Technician or Certified Landscape Professional. Bidders must also maintain a permanent office on Oahu during the contract period.
