Lahaina Water System Improvements

Background
The County of Maui's Department of Water Supply (DWS) is seeking proposals for the Lahaina Water System Improvements project. This initiative aims to enhance the water supply infrastructure in Lahaina, Maui, Hawaii.

The solicitation is issued under Hawaii Revised Statutes (HRS) Section 103D-303 and follows the Hawaii Administrative Rules (HAR) Chapter 3-122, Subchapter 6.

Work Details
The contract involves furnishing and paying for all necessary materials, labor, transportation, goods, tools, supplies, equipment, machinery, and services required to design and construct the Lahaina Water System Improvements.

The procurement process consists of a two-step approach: RFP Part 1 will solicit proposals for pre-qualification of Offerors; an evaluation will generate a list of no more than three pre-qualified Offerors eligible for RFP Part 2 to perform the design-build project.

Period of Performance
The period of performance for this contract will be determined following the evaluation of proposals submitted in RFP Part 1 and subsequent selection in RFP Part 2.

Place of Performance
The work will be performed in Lahaina, Maui, Hawaii.

Bidder Requirements
Offerors must possess a State of Hawai'i professional engineer’s license as per Chapter 464, HRS, and a Hawai‘i State Contractor’s License Type 'A' at the time of submission for Pre-Qualification Proposals.

Proposals must include an acceptable form of proposal security amounting to no less than five percent (5%) of the total sum proposal.
