Laboratory Testing Services for Asphalt Materials - Adhesive

Background
The Hawaii Department of Transportation (HDOT) is seeking to contract asphalt laboratory testing services for quality assurance (QA) testing through its Materials Testing and Research Branch. This contract is subject to funding availability and has a maximum value of $100,000.00 within one calendar year.

Work Details
The contractor will provide asphalt laboratory testing services on an 'As Needed' basis for QA testing. The scope includes testing for the following asphalt materials:

1) Bituminous adhesive for pavement markers
2) Longitudinal joint adhesive

The estimated frequency of testing is up to 10 tests per month, with samples shipped by HDOT to the laboratory for testing. Test results must be returned within 10 working days of receipt. The laboratory must be accredited by AASHTO and cannot provide testing services for contractors working on HDOT or federal aid highway jobs to avoid conflicts of interest.

Bid quotations must be based on the proposal schedule listed in Attachment 2, which includes specific tests such as Softening Point, Penetration, Filler Content, Brookfield Thermosel Viscosity, Flash Point for Bituminous adhesive; and Brookfield Viscosity, Cone Penetration, Resilience, Ductility at different temperatures, Tensile Adhesion, Softening Point, Asphalt Compatibility for Asphalt joint adhesive.

Period of Performance
The contract will last for twelve (12) months from the date indicated on the Notice to Proceed from the State. There is an option to extend the contract for up to two (2) additional twelve (12) month periods, subject to state funding availability and mutual agreement between the State and the Contractor.

Place of Performance
The contract will be performed in Hawaii.
