Description

Background
The State of Hawaii, through the Department of Human Services (DHS), Benefit, Employment and Support Services Division (BESSD), is seeking proposals for the Keauhou Homeless Emergency Shelter Program. The goal is to provide emergency shelter services that enable homeless individuals and families to access permanent housing as quickly as possible. This initiative aims to assist with locating housing options and connecting individuals to necessary services for housing stabilization.

Work Details
The selected provider will deliver emergency shelter services using a Housing First approach, which prioritizes immediate access to safe and appropriate temporary shelter without preconditions such as sobriety or treatment completion. Key responsibilities include:
- Providing low-barrier shelter for unsheltered homeless individuals and families.
- Assisting clients in developing housing plans, obtaining necessary documentation, and accessing income through public benefits and employment.
- Connecting clients with community services to promote stability and prevent evictions.
- Teaching tenancy skills and lease obligations preparation.
- Implementing a family-centered approach (Ohana Nui) for families, focusing on holistic needs including health, education, and financial independence.

Period of Performance
The contract will be awarded for an initial term of one year, starting from July 1, 2026, with the possibility of extension up to a maximum of four years based on performance and funding availability.

Place of Performance
Services will be provided on the island of Oahu.

Bidder Requirements
Applicants must comply with all relevant state laws governing business operations in Hawaii. This includes obtaining tax clearance from the Hawaii State Department of Taxation and the IRS for contracts over $25,000. Providers must also demonstrate compliance with labor laws regarding workers' compensation and payment of wages. Registration with the Department of Commerce and Consumer Affairs is required unless exempted.
