Kauhale Kewalo

Background
The City and County of Honolulu's Department of Community Services through the Department of Budget and Fiscal Services Purchasing Division is seeking proposals from qualified, private nonprofit organizations to lease Kauhale Kewalo to provide housing and services for special needs groups as defined in this Request for Proposals (RFP), pursuant to Section 38-3.4, Revised Ordinances of Honolulu 2021, as amended. The property offered for lease is more fully described in the solicitation documents.

Work Details
The proposals submitted will be evaluated based on the proposed use of the facility, economic feasibility, anticipated accomplishments, project readiness, and experience and financial capability of the Offeror. Preference will be given to proposals that do not require displacement of clientele.
The property must be operated in accordance with the regulations of the HOME program.
The property is a two-story duplex style residential dwelling built in 2019, containing a total living area with specific details on bedrooms, baths, wet bars, kitchens, and family rooms.
The property must comply with various regulations and guidelines related to income targeting, property standards, tenant protections, and other requirements outlined by HUD.

Period of Performance
The duration of the lease will be four and a half (4.5) years, with certain additional terms required if the term exceeds five (5) years.
Proposals must remain valid for a period of one hundred eighty (180) days subsequent to the proposal submission deadline.

The property is located at 1531 D & E Kewalo Street, Honolulu, Hawai‘i 96822.
