Background
The Hawaii Department of Transportation (HDOT), Harbors is seeking the services of a qualified professional planning, architectural, and/or engineering firm for the Kalaeloa Barbers Point Harbor Master Plan Update, Project No. P10940. This project aims to update the existing 2040 Master Plan completed in 2015 due to significant changes in maritime operations and regional developments.
The updated plan will address current realities and future trends, ensuring alignment with Hawaii's maritime needs while considering resilience and stakeholder interests.
Work Details
The scope of work includes:
1) Regional Development & Existing Conditions Analysis - gathering data on current conditions and regional context;
2) Cargo Forecast & Opportunity Identification - projecting future cargo volumes and maritime trade needs;
3) Vessel and Operational Safety Analysis - assessing impacts on mooring and terminal operations;
4) Traffic Conditions Analysis - measuring existing and forecast traffic conditions;
5) Infrastructure & Utility Planning - identifying necessary upgrades to harbor infrastructure;
6) Harbor Utilization & Development Strategy - developing a phased strategy for harbor efficiency;
7) Spoil Disposal Alternatives & Cost Estimates - identifying options for dredged material management;
8) Stakeholder Engagement & Outreach - conducting outreach to involve stakeholders throughout the planning process.
Period of Performance
The contract is anticipated to last for a period of 36 months from the Notice to Proceed.

The services will be performed at Kalaeloa Barbers Point Harbor, located in Kapolei, Oahu, Hawaii.
Bidder Requirements
Interested firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. They are required to submit proof of insurance including general liability insurance ($1 million per occurrence), automobile liability insurance ($1 million per accident), and professional liability insurance ($1 million per claim).
Additionally, firms must comply with all applicable federal, state, and county laws regarding taxes and licensing.
