Background
The Department of Water, County of Kauaʻi (DOW) is seeking proposals for maintenance and professional consultation services related to the Supervisory Control and Data Acquisition (SCADA) system. The DOW's mission is to provide safe, affordable, and sufficient drinking water through effective resource management and excellent customer service. This contract aims to ensure the integrity and functionality of the SCADA system that supports water management across Kauaʻi.
Work Details
The selected contractor will provide comprehensive maintenance services for the Pua Loke Baseyard SCADA System and its associated remote sites. Specific tasks include:
1. **Pua Loke Baseyard SCADA System Maintenance**: Conduct biannual inspections by a Network Engineer for ten working days each trip, including:
- Inspecting network equipment for operation and software upgrades.
- Verifying historical data collection and report generation.
- Performing administrative tasks on servers and providing recommendations for replacements.
- Modifying programming as needed.
- Delivering a technical report on completed work.
2. **Remote Site Maintenance**: Conduct biannual inspections by two Field Service Engineers for ten working days each trip at 85 remote SCADA sites, including:
- Verifying equipment integrity, radio communication, battery operations, and cleaning RTUs as necessary.
- Calibrating instruments and checking Frame Relay and Cellular connections.
- Troubleshooting and replacing SCADA components as needed.
- Providing a technical report on completed work.
3. **As Needed System Technical Support**: Offer remote access support services during normal and non-working hours, manage control system software upgrades, and provide off-site storage of control system programs.
Period of Performance
The initial contract period will be three years starting approximately in April 2026, with potential extensions of up to 24 months based on mutual agreement.
Place of Performance
Services will be performed at the Pua Loke Baseyard in Līhuʻe, Hawaiʻi, as well as at various remote SCADA sites across Kauaʻi.
