Installation and Set-Up of High-Speed Internet Access - Puuwai Momi

Background
The Hawaii Public Housing Authority (HPHA) is seeking to provide installation and set-up of high-speed internet access for residents at Puuwai Momi under Asset Management Project HI001000030 on Oahu. The HPHA aims to address the housing needs of families in Hawaii and has determined that a low bid process is not feasible for this procurement due to the complexity and nature of the services required.

Work Details
The scope of work includes:

1) Installation and set-up of high-speed internet access for all residential units at Puuwai Momi, which consists of 260 units across 28 buildings. The specific bandwidth requirements are a minimum of 100 Mbps downstream and 20 Mbps upstream for residential units, with the capability to support higher speeds up to 100 Mbps downstream and 100 Mbps upstream within three years.

All installations must be non-exclusive and open-access, allowing other providers access to the infrastructure. The successful offeror will retain ownership of all installed equipment.

Period of Performance
The contract is expected to commence on October 1, 2025, or upon issuance of a Notice to Proceed, with an estimated timeline for completion aligned with the project specifications.

Place of Performance
The services will be performed at Puuwai Momi located at 99-132 Kohomua Street, Aiea, Hawaii 96701.

Bidder Requirements
Bidders must be a Hawaii-based wireline carrier and Internet Service Provider with experience in providing residential internet services. They must comply with chapter 103D, HRS, have no outstanding debts owed to HPHA, and possess necessary certifications including Tax Clearance Certificate and Certificate of Compliance with labor laws.

Insurance requirements include general liability coverage of $1 million per occurrence and $2 million aggregate.
