Inpatient Physicians Services for Hawaii State Hospital

Background
The Hawaii State Hospital (HSH) is a 447-bed psychiatric facility operated under the Department of Health (DOH), Adult Mental Health Division (AMHD). HSH provides adult inpatient psychiatric services primarily to patients committed by the judicial system. The hospital is accredited by The Joint Commission (TJC). This Request for Proposal (RFP) seeks qualified vendors to provide inpatient physician services to supplement existing medical staff and ensure compliance with state and federal regulations, as well as maintain TJC accreditation.

Work Details
The vendor shall provide inpatient physician services that include diagnostic and administrative services for HSH patients. Specific responsibilities include:

1. Establishing diagnoses and providing assessments and medical evaluations.
2. Documenting clinical findings and recommendations in accordance with departmental policies.
3. Prescribing and managing medications.
4. Collaborating with interdisciplinary team members and other medical service vendors.
5. Conducting hospital rounds or clinical visits as needed.
6. Completing admission history and physicals within 24 hours of patient admission, along with discharge summaries per policy timeframes.
7. Providing primary care duties including admission examinations, laboratory follow-ups, immunizations, chronic condition management, referrals to outside medical providers, and participation in disaster drills.
8. Ensuring compliance with all licensing laws and HSH policies.

Period of Performance
The contract is estimated to start on September 1, 2025, with an initial term of one year (ending August 31, 2026). It may be extended for up to five additional one-year terms based on satisfactory performance.

Place of Performance
Services will be performed at the Hawaii State Hospital located at 45-710 Kea'ahala Road, Kaneohe, HI 96744.

Bidder Requirements
Vendors must ensure that all physicians provided are certified by the American Board of Internal Medicine or Family Practice. They must possess relevant experience in managing medical conditions, be fully licensed to practice medicine in Hawaii, and meet all applicable credentialing requirements. Additionally, vendors must secure malpractice insurance coverage for their physicians during the contract period.
