The STATE is seeking to contract for Informatics Project Management services to support Hawaii Department of Health Disease Outbreak Control Division ( DOCD ) Health Data and Informatics ( HDIO ) operations including providing expert that will address all HDOH-related areas of informatics (Electronic Laboratory Reporting ( ELR ), Electronic Case Reporting ( eCR ), and Syndromic Surveillance ( SyS ) to see to the development and completion of autonomous attesting mechanisms, standing up of data quality frameworks, and assisting in defining internal policies and procedures as they relate to informatics.
Background
The State of Hawaii, through its Department of Health (DOH) Disease Outbreak Control Division (DOCD), is seeking to contract for Informatics Project Management services. The goal of this contract is to support the Health Data and Informatics Office (HDIO) operations, specifically in areas related to informatics such as Electronic Laboratory Reporting (ELR), Electronic Case Reporting (eCR), and Syndromic Surveillance (SyS). The contractor will provide expertise to develop autonomous attesting mechanisms, establish data quality frameworks, and assist in defining internal policies and procedures related to informatics.

Work Details
The contractor will provide one Informatics Project Manager who will work approximately 40 hours per week. Responsibilities include:

1. Technical expertise and programmatic material development for project implementation; assessing health IT capacity within the state.

2. Building internal staff knowledge on health IT, public health informatics, data science, and healthcare systems.

3. Assisting local healthcare entities with health informatics initiatives for interoperability, including:
- ELR: Timely laboratory-based reporting linked to lab systems.
- eCR: Connecting provider systems for timely disease follow-up information.
- SyS: Symptomatic-based tracking for early illness detection.

4. Managing an attestation portal for validating healthcare providers' compliance with CMS requirements.

5. Overall project management including resource allocation, project planning, performance measurement, risk management, and maintaining relationships with stakeholders.

6. Creating comprehensive project documentation and ensuring compliance with federal health IT regulations.

Period of Performance
The contract is set for a twelve-month period with an option to renew for up to five additional twelve-month periods upon mutual agreement.

Place of Performance
The work will be performed remotely but may require occasional meetings at the DOH office located at 1000 Bishop St., Ste. 200, Honolulu, HI 96813.
