IFB-25-HHL-004 Kakaina and Kumuhau Subdivision Sewer Repairs

Background
The State of Hawaii, through the Department of Hawaiian Home Lands (DHHL), is seeking a contractor to perform sewer system improvements at the Kakaina and Kumuhau Subdivisions located in Waimanalo, Oahu.
The goal of this project is to enhance the existing sewer infrastructure to ensure compliance with health and safety standards.

Work Details
The contractor will be responsible for providing all supervision, labor, materials, equipment, and other necessary items to complete the following tasks:

1. Kakaina Subdivision:
- Provide temporary project signage.
- Implement temporary Best Management Practices (BMPs) including sediment filters for catch basins and filter socks.
- Establish traffic control measures with signage and flaggers.
- Remove existing S8 sewer pipe along Puha Street between manholes #4138899 and #4138901, including saw cutting asphalt, excavation, shoring installation, disconnecting lateral pipes, and proper disposal of materials.
- Install new S8 (PVC C-900) sewer pipe in the same location, connecting to existing manholes and lateral pipes.

2. Kumuhau Subdivision:
- Provide similar temporary project signage and BMPs as in Kakaina.
- Remove existing S12 sewer pipe on Kumuhau Street between manholes #4074768 and #86762.
- Remove additional S8 sewer pipes on Kumuniu Street and Kumuniu Place as specified.
- Install new S12 and S8 (PVC C-900) sewer pipes in designated areas with connections to existing infrastructure.
- Repair or replace concrete channels at specified manholes per Department of Wastewater Management Standards.

Period of Performance
The contract will be performed over a period of 540 calendar days from the effective date specified in the Notice to Proceed.

Place of Performance
The work will be conducted at the Kakaina and Kumuhau Subdivisions located in Waimanalo on the Island of Oahu, Hawaii.

Bidder Requirements
Bidders must comply with all applicable state laws including licensing requirements for contractors.
Insurance coverage is required with specific minimum limits for general liability, automobile insurance, workers' compensation, builder's risk, and flood insurance.
The contractor must also maintain compliance with apprenticeship program participation requirements.
