Multi-Step Invitation for Bids IFB No. 25-01 (Notice to Bidders). The Hawaii Tourism Authority (HTA) is the state agency responsible for the repairs, maintenance, construction, and replacements of the Hawaii Convention Center pursuant to HRS 201B-3(a)(27). HTA solicits bids for the Rooftop Terrace Deck Repairs and Remodeling (Project) pursuant to Hawaii Revised Statute 103D-302. The Project consists of repairing and remodeling the 4th level roof-top pedestrian terrace deck as specified in the Information for Bidders Set dated November 7, 2024, provided by the owners. The State of Hawaii is the owner of the project. The project scope of the approximately 95,000 Sf 4th floor pedestrian plaza is inclusive, but not limited to, removing current terrace finishes, built-in planters and water features, concrete topping slab, existing waterproofing, repairing cracks and spalls on existing structural concrete deck, adding sloping cementitious fill, installing new drain system, new mechanical elements, new hot rubberized waterproofing, new potted plantings, and ceramic tile filled pedestal and concrete pavements. The project also includes removing and reconstructing the exterior walls of the ballroom bathroom structures, adding a feature wall to the west plaza, adding a new raised stage, and new 34ksf fabric and steel rain and shade structure canopy and fabric and steel rain and shade structure for the new raised performance stage. Work in the Children's Courtyard includes removing the whole wall finishes and underlying steel framing and emptying adjacent planters. Children's Courtyard reconstruction will include reconstruction of the courtyard walls, adding slope to the planters, new waterproofing, and new plantings with a self-contained water feature. The project also includes ADA-driven civil site work improvements to the hardscape around the building perimeter.
Background

This solicitation is for the Rooftop Terrace Deck Repairs and Remodeling project, which aims to restore and enhance the 4th level rooftop pedestrian terrace deck of the Hawaii Convention Center. Work Details

Period of Performance
The construction contract execution date is estimated for the week of May 10, 2025. On-site construction is scheduled to start on January 1, 2026, with project closeout due by December 31, 2026.

Place of Performance
The work will be performed at the Hawaii Convention Center located at 1801 Kalakaua Avenue, Honolulu, Hawaii.

Pre-Bid Conference
Under Act 52: On July 1, 2003, changes to the HAR Procurement Code require a Pre-Bid conference for projects exceeding $500,000 and the deletion of In-State Contractor’s Preference (§103D-1007). The pre-bid conference aims to provide Bidders an opportunity to be briefed on this procurement and to ask questions about the procurement process. At least one applicant representative must be physically present for the meeting.
