The services to be performed are for replacement of various sections of chain link fence in and around NELHA's HOST Park located at 73-970 Makako Bay Drive, Kailua-Kona, Hawaii 96740 (Refer to Exhibit E1 in Solicitation). More precisely, the services shall include (1) Removal and proper disposal of specified deteriorated fencing, and (2) Installation of approximately 3,330-ft of new replacement fencing. The project is divided into six (6) work packages or line items within this solicitation requiring the contractor to bid on each one separately. The Contractor shall provide all labor, tools, equipment, and materials to perform all work related to removal of specified old fence and construction of new fence. No existing materials, including post footings, shall be utilized to construct the new fence.
Background
The Natural Energy Laboratory of Hawaii Authority (NELHA) is issuing a solicitation for the HOST Park Fence Replacement project. The mission of NELHA is to promote the development of renewable energy and sustainable practices in Hawaii. The goal of this contract is to replace various sections of chain link fencing in and around NELHA’s HOST Park located at 73-970 Makako Bay Drive, Kailua-Kona, Hawaii 96740.

Work Details
The services to be performed include:

(1) Removal and proper disposal of specified deteriorated fencing;

(2) Installation of approximately 3,330 feet of new replacement fencing. The project is divided into six work packages requiring separate bids for each. The contractor must provide all labor, tools, equipment, and materials necessary for the removal and installation of the fence. No existing materials shall be reused.

Specific requirements include:
- Site preparation work must not disturb current client operations.
- Old fencing material must be disposed of at a designated location by the County of Hawaii.
- All materials must comply with the '2005 Standard Specifications' from the Hawaii State Department of Transportation.
- Installation includes a top rail along the entire length with three strands of barbed wire above it for security.

Material specifications include:
- Terminal, Corner, and End Posts: Schedule 40, 2⅞ inches diameter, hot-dipped galvanized.
- Line Posts: Schedule 40, 2⅜ inches diameter, hot-dipped galvanized.
- Rails: Schedule 40, 1⅝ inches diameter, hot-dipped galvanized.
- Chain Link Fabric: 9 gauge, 2-inch diamond pattern, hot-dipped galvanized after weave.

Period of Performance
The contract will commence upon issuance of a Notice to Proceed and is expected to be completed within a specified timeframe as outlined in the contract documents.

Place of Performance
The work will be performed at NELHA’s HOST Park located at 73-970 Makako Bay Drive, Kailua-Kona, Hawaii.
