Hawaii Youth Transportation Council

Background
The State of Hawaii, Department of Transportation (HDOT) is seeking qualified consultants to provide planning services for the administration of a Hawaii Youth Transportation Council, Project No. ADM-CC-002. This initiative is part of a settlement agreement in Navahine v. Department of Transportation, requiring HDOT to establish a volunteer youth council that will advise on climate mitigation and adaptation commitments.

The goal is to integrate youth feedback into transportation policies and educate them about climate efforts in the transportation sector.

Work Details
The contract involves providing planning services that include:
1) Creation of foundational documents for the youth council;
2) Promotion and facilitation for youth council selection;
3) Program management for smooth operations;
4) Logistical and administrative support;
5) Coordination for meaningful interactions between youth and government officials;
6) Targeted planning and engineering support for decarbonization, climate resiliency, and sustainability;
7) Development of reports on decarbonization efforts and HDOT’s climate progress;
8) Integration of ongoing Greenhouse Gas Reduction Plan (GRP) into all work.

Specific tasks include project coordination meetings, drafting reports, stakeholder engagement plans, community outreach strategies, meeting facilitation, documentation management, and preparation of quarterly and annual reports summarizing council activities.

Period of Performance
The contract will be performed over a period of five (5) years from the consultant’s Notice to Proceed (NTP), with the Hawaii Youth Transportation Council expected to convene in December 2024.

Place of Performance
The services will be performed statewide across Hawaii.
