Background
The Military and Community Relations Office of the Department of Business, Economic Development & Tourism is seeking proposals for the Hawaiʻi Homeland Security Synchronization and Integration project. This initiative builds upon previous deliverables from a contract with MACRO and the State of Hawai’i Office of Homeland Security (OHS), which aimed to synchronize state homeland security and defense efforts between federal and state agencies.
The project supports national and state homeland security objectives by translating strategic guidance into actionable exercises and plans to enhance resiliency across the state, interagency coordination in Hawaii, military readiness, and mission assurance.
Work Details
The contract involves two parallel work streams:
1) Conducting Tabletop Exercises (TTXs) to synchronize homeland security and defense responses across state and federal partners, ensuring compliance with the NDAA requirements by December 18, 2026. Stakeholder collaboration will be a key focus, culminating in a TTX centered on Hawaii with participation from U.S. Pacific Fleet, Pacific Air Force, and Guam Homeland Security representatives.
2) Performing an Infrastructure Resilience Review for key civilian and military-supporting systems on Oahu, integrating insights from DoD with state and county priorities. Deliverables include a Master Synchronization Plan, risk management gap analysis, threat-informed resilience roadmap, continuity capability review, cascading-failure analysis, visual dependency maps, prioritized mitigation actions, and after-action reports (AARs) from exercises.
Period of Performance
The contract term is for six months starting approximately in 2026 with an option for a one-month no-cost extension.
Place of Performance
The work will primarily take place in Hawaii, specifically focusing on Oahu for the Infrastructure Resilience Review.
Bidder Requirements
Offerors must comply with all applicable laws governing entities doing business in the State of Hawaii including obtaining necessary certifications such as the Certificate of Good Standing (COGS). Additionally, all Offerors must certify compliance with wage laws as outlined in section 103-55 of HRS regarding wages, hours, and working conditions for employees supplying services.
