BWS is requesting interest and information regarding designing, building, operating, and maintaining a GAC reactivation facility on Oahu. The Contractor will be responsible for reactivating a minimum of one million pounds of spent GAC per year. Please refer to the appendix for general site information regarding the potential locations for a GAC reactivation facility.
Background
The Honolulu Board of Water Supply (BWS) is seeking information and interest in designing, building, operating, and maintaining a Granular Activated Carbon (GAC) reactivation facility on Oahu.
This initiative follows the closure of the AES Hawaii Power Plant due to legislation that prohibits coal burning for electricity after December 31, 2022.
BWS aims to implement sustainable disposal methods for spent GAC, which is currently being disposed of at the Waimānalo Gulch Sanitary Landfill.
The goal of this contract is to establish a facility capable of reactivating a minimum of one million pounds of spent GAC annually, contributing to Hawaii's commitment to a clean energy economy.

Work Details
The contractor will be responsible for:
- Designing, building, operating, and maintaining the GAC reactivation facility.
- Reactivating at least one million pounds of spent GAC per year.
- Ensuring that the reactivation process reaches sufficiently high temperatures to destroy harmful constituents such as 1,2,3-Trichloropropane and PFAS/PFOA compounds.
- Treating off-gases from the reactivation process using best available control technology to comply with local, state, and federal emissions regulations.
- Providing qualifications related to supplying GAC, GAC reactivation, and GAC changeout and disposal.
- Offering short-term alternatives for GAC disposal during construction phases.

Period of Performance
The contract period will commence upon award and will continue as specified in future procurement documents.

Place of Performance
The facility will be located on Oahu; specific site locations are detailed in the appendix but have not been finalized.
