FY 2026 Notice to Providers of Professional Services

Background
The Hawaii Housing Finance and Development Corporation (HHFDC) is an agency of the State of Hawaii, under the Department of Business, Economic Development, and Tourism (DBEDT). The agency is seeking qualified persons and/or firms, referred to as 'Consultants', to provide professional services during fiscal year 2026, which spans from July 1, 2025, to June 30, 2026. The goal of this contract is to engage professionals across various disciplines to support HHFDC's mission.

Work Details
Consultants are required to provide professional services in the following disciplines:

- Architecture
- Archaeology
- Community Planning
- Hydrology
- Land Surveying
- Landscape Architecture
- Mathematics (including Statistics and Survey Statistics)
- Civil Engineering
- Electrical Engineering
- Environmental Engineering
- Fire Protection Engineering
- Geotechnical Engineering
- Mechanical Engineering
- Structural Engineering
- Transportation/Traffic Engineering.

Interested firms must submit qualification packets that include a Letter of Interest (LOI), a fully completed DPW Form 120 or Federal Standard Form 330 with its supplement if applicable, a Statement of Qualifications (SOQ) for each discipline indicated in the LOI highlighting qualifications and experience, three client references with contact information, a conflict of interest statement or Form AG-010 if applicable, and Professional License Verification showing that a principal or manager possesses the necessary licenses for the stated disciplines.

Period of Performance
The contract will be performed over fiscal year 2026 from July 1, 2025 through June 30, 2026.

Place of Performance
The services will be performed in Hawaii.
