Furnish and Deliver HOLO Cards

Background
The City and County of Honolulu's Department of Transportation Services is seeking a contractor to furnish and deliver HOLO cards, which are used as a transit fare payment system for the island of Oahu. The goal of this contract is to maintain an adequate supply of HOLO card inventory to ensure uninterrupted service on the multimodal transit system. The contractor will be responsible for providing cards that comply with specific technical standards and for coordinating with the HOLO System Integrator.

Work Details
The contractor shall furnish and deliver overlaminated white PVC MIFARE DESFire EV1 256B chip contactless IC cards ('HOLO cards') compliant with ISO/IEC 14443A standards. The services include:

1. Providing various types of HOLO cards: Standard Adult Fare card, Youth Fare card, Blank Fare card, and Custom Fare card.
2. All primary graphics printing on the front and back of the Fare Cards.
3. Interfacing and coordinating with the HOLO System Integrator.
4. Providing a return file capturing each card’s attributes including card sequential number, fare category, printed card number, FareMediaID, CardUID, security code, etc.
5. Ensuring all pricing includes materials, labor, equipment, printing, bonding, fees, delivery, shipping, and taxes.

Period of Performance
The contract term is for twenty-four (24) months from the date of execution with potential extensions not exceeding a total of thirty-six (36) months based on availability of funds.

Place of Performance
All deliveries will be made to the Department of Transportation Services at 711 Kapi‘olani Boulevard, Suite 1600, Honolulu, Hawai‘i 96813.

Bidder Requirements
The successful bidder must be registered as 'Compliant' on the State of Hawaii Compliance Express System or provide necessary tax clearances and certificates from relevant state departments. Offers must be submitted in hardcopy; electronic submissions will be rejected.
