Description

The Judiciary, State of Hawai i seeks quotes from expert legal consultants to provide services for the Electronic Benchbook project. The Judiciary will contract with an individual to research, prepare, organize, and write material for the Benchbook Civil Chapter update. The Contractor shall work with the Judiciary's Judicial Education Committee to identify the relevant materials to be included in the Benchbook, as well as the scope of the materials to be included in the project.
The Contractor will operate as an independent contractor. Judiciary facilities and equipment will not be available to conduct the work. The Judiciary will provide access to the online legal research service Westlaw.
Background
The Judiciary, State of Hawai‘i is seeking expert legal consultants for the Electronic Benchbook project, specifically to update the Civil Chapter. The Benchbook serves as a crucial legal reference tool for judges across the state, providing immediate access to legal procedures, checklists, scripts, and colloquies. This electronic resource aims to enhance uniformity and reliability of legal information available during court sessions, reduce the need for recesses for independent research, and improve overall satisfaction with accessible legal resources.

The last update to the Civil Chapter was in 2018, necessitating this current project to incorporate recent court rule changes, statutory amendments, and new case law.

Work Details
The contractor will be responsible for researching, preparing, organizing, and writing materials for the update of the Benchbook Civil Chapter. They will collaborate with the Judiciary’s Judicial Education Committee to determine relevant materials and the scope of content for inclusion.

The existing Civil Chapter is a 258-page Microsoft Word document. The contractor will submit substantive materials in an electronic format (Microsoft Word) directly to Judicial Education Office staff at three (3) and six (6) month intervals during the project period. The Judiciary will provide access to Westlaw for online legal research.

Period of Performance
The contract is expected to commence on June 1, 2025, and conclude on May 31, 2026. Submissions of substantive materials are scheduled at three-month intervals: August 31, 2025; November 30, 2025; and a final submission by May 31, 2026.

Place of Performance
The work will be performed independently by the contractor without access to Judiciary facilities or equipment. All work will be conducted remotely.
