Early Intervention Program for Infants and Toddlers Kapolei

Background
The State of Hawai‘i, Department of Health (HDOH), Family Health Services Division (FHSD), Children with Special Health Needs Branch (CSHNB), Early Intervention Section (EIS) is responsible for providing family-centered, community-based early intervention (EI) services for infants and toddlers from birth to age three with developmental delays or diagnosed conditions that may result in developmental delays.

The goal of this contract is to enhance the development of children with special needs and support their families in meeting these needs. The EIS seeks contracted Purchase of Service (POS) EI Programs across various geographic service areas to provide essential EI services.

Work Details
The contracted services include:
- Care coordination
- Family training, counseling, and home visits
- Occupational therapy
- Physical therapy
- Social work
- Special instruction
- Speech language pathology

These services must be delivered in accordance with the child's Individualized Family Support Plan (IFSP). The contract will cover multiple geographic service areas within the State of Hawai‘i, and applicants must submit separate proposals for each area they wish to serve. Compliance with federal and state regulations regarding early intervention services as outlined in Public Law 108-446, known as the Individuals with Disabilities Education Act (IDEA), is also required.

Period of Performance
The contract term is from July 1, 2025, through June 30, 2026, with options for up to four one-year extensions, allowing a maximum contract length of five years until June 30, 2030.

Place of Performance
The services will be performed in various geographic service areas within the State of Hawai‘i.
