Background
The Office of Hawaiian Affairs (OHA) is seeking qualified Offerors to provide debt collection services. The OHA's mission is to improve the well-being of Native Hawaiians and ensure their rights are protected. Work Details
The Offeror will provide comprehensive debt collection services, which include:
1. Authority to Collect: The Offeror is authorized to use lawful means to collect debts referred by OHA.
2. Ownership of Debts: All debts remain the property of OHA, which retains all legal rights unless otherwise agreed in writing.
3. Independent Contractor Status: The Offeror will operate as an independent contractor without creating an employer-employee relationship with OHA.
4. Responsibilities of OHA: OHA will provide accurate debtor information and notify the Offeror of any known bankruptcy filings or disputes.
5. Compliance with Law: The Offeror must comply with applicable laws including the Fair Debt Collection Practices Act (FDCPA) and maintain necessary licenses and registrations.
6. Collection Methods: The Offeror shall use lawful and customary practices for debt collection, including skip-tracing and credit reporting as necessary.
7. Reporting: Monthly reports on collection activities must be provided to OHA, transmitted securely via an online portal.
Period of Performance
The contract term is for twelve (12) months, from July 1, 2026, to June 30, 2027, with potential extensions up to a maximum of sixty (60) months.
Place of Performance
All services will be performed at the Offeror’s own offices within the State of Hawaiʻi.
Bidder Requirements
Offerors must demonstrate at least five (5) years of experience in providing similar debt collection services, including three (3) years for government/state agencies. A local office in Hawaiʻi with a minimum of three employees is required. Subcontracting is not permitted. Additionally, Offerors must maintain all necessary licenses and insurance coverage as specified in the solicitation.
