Background
The Department of Land and Natural Resources (DLNR) Division of Aquatic Resources (DAR) is seeking a qualified Contractor to redesign the DLNR-DAR website to improve information flow, aesthetics, and user experiences. DAR oversees the management and administration of aquatic life and aquatic resources of the State. The goal of this contract is to enhance the website's ability to share scientific outcomes with stakeholders and provide essential information to sport and commercial fishermen regarding state laws, rules, and licensing requirements.
Work Details
The project consists of three phases:
1) Design and Development: This includes creating a complete website information architecture, integrating brand identity, producing style guides for consistency, conducting user feedback sessions, ensuring compliance with industry standards, implementing security measures, optimizing for mobile devices, and developing a maintenance plan.
2) Content Development: This phase involves applying the style guide to create mockups for the homepage and up to 200 existing core webpages, designing up to 10 new core webpages, producing professional quality videos for user experience enhancement, and hosting user feedback sessions.
3) Launch: The final phase includes launching a fully functioning responsive website, engaging an analytics dashboard, developing training materials for DAR staff, and conducting training sessions for content management.
Period of Performance
The initial term of the contract shall be for an eight-month period starting approximately late June 2025 and ending approximately March 31, 2026. The contract may be extended for one additional three-month period if mutually agreed upon in writing prior to expiration.
Place of Performance
The work will be performed primarily in Honolulu, Hawaii.
Bidder Requirements
Offerors must demonstrate prior experience in similar work as outlined in the Scope of Work. They should have a history of successfully meeting project requirements while collaborating with state agencies. Familiarity with Hawaii’s aquatic habitats and conservation efforts is also required. Offerors must be compliant with Hawaii Compliance Express (HCE) at the time of award.
